Generally, our software simulations years ago strongly indicated that once a contagious disease
got established in a city it was very difficult, if not outright impossible, to halt the spread.
This promoted a strategy of trying to defend population centers by physical means - usually
by armed troops and police.  The 2014-2016 Ebola outbreak in West Africa apparently started in
in Guinea then moved across land borders to Sierra Leone and Liberia. Senegal aggressively
closed its borders (at gunpoint). That tactic works when one has a compact country,                                                          
plenty disciplined of military or paramilitary personnel and comparatively few urban areas.
