Similar to a need
to be able
organize doctors, pharmacists, nurses and paramedics during an
emergency by keeping secure contact information (email, cellular
phone, home address and work address) available, it is necessary to
have similar contact information for
police, fire, paramedics and Reserve
or National Guard military personnel. It is probably only necessary to
have emergency contact information for active duty military commanders
as opposed to all active duty troops. In the likely event that
international first responsder teams will deploy to Puerto Rico
it is useful for event managers to know which police officers have had
liaison training and have language skills. For example, a Brazilian
team of search and rescue specialists might have members with enough
Spanish language skills not to need a translator, but a Polish team of
similar specialists would probably need a human connection.
To be
used effectively, international resources need to be told where to
work, how many people they are thought to be looking for, how to
communicate what they have found, and where to get food, water
and rest.
Note that sometimes firefighters have specialties
like chemical fires.
