Puerto Rico Earthquakes 2019 - 2020
In addition to police offices, fire stations and jails, most government offices should be regarded are very important  and worthy of a structural assessment before a disaster. Puerto Rico does not have counties - instead there are 78 municipalities which vary considerably in size and population. The earthquake or earthquakes will certainly not be concerned with such boundaries. So emergency contact information for mayors, legislators and department heads will need to be maintained. Government workers need to be trained, preferably well before a disaster, in how to obtain inputs of where there are problems, what is needed, what resources and people are committed, and what resources and people are available. There is also the need to prioritize and to communicate those priorities.  It is typical that a mayor and legislators, especially in an election year, will want a mobile command and communications capability to accompany them as they move through different neighborhoods dealing with problems.  We suggest at least one clergy be a part of such teams.
