NYALA was designed based on the idea that while schools are very important socially and economically, they are scarcely the only buildings where governments deliver services. Accordingly, since agencies and departments can be thought of as classrooms and services as subjects, NYALA provides accounting for how well a building and its staff provide services in terms of efficiency and timeliness.
