Two shoes have dropped, in a manner of speaking. /1/ The State
of California
spent much |
of its reserves last year and revenues (primarily personal and
corporate taxes) are down. /2/ Federal education funds
have been imponded - probably amounting to $15 billion |
eventually. It is not clear when or how much of these funds
will be released. The matter is |
in litigation. It would be imprudent not to expect reduction
or impoundment of other |
Federal funds, especially for health care. |
There are no (zero) leading economic indicators that suggest
that some sort of miraculous |
financial turnabout is coming for the United States in general
or for California in particular. |
In California the Governor's office
has published a proposed May budget based on the |
draft January budget. The Governor
and the two houses of the legislature must agree to a |
balanced and credible budget within
the next four to six weeks. As noted previously, |
the uncertainties of Federal funding
make this difficult both now and in the future. |
The Big Beautiful Bill has just
passed the House of Representatives by one vote. |
Calaveras County, almost all of the
other 57 California Counties, the State of California |
itself, and (so far), at least 15
other US States (the calculations are complex and rather |
lengthy, so one should expect the
number to increase) all need a reliable source of revenue |
that is adequate or even more than
adequate for their needs. Into the tiger's lair: We have |
stumbled across
only two solutions:
intercept the IRS
collection stream (first link below) |
and sell Federal
